发布小额打款索引修复与线上代发价格 #134

整合 #124 和 #120，保留其他未就绪分支。小额打款按配置保存可索引字符串；线上代发价格复用钉钉镜像，并补齐日期上限、已匹配商品计数和审批明细变化后的原子替换。

验证：三分支整合基线 43 tests / 416 assertions 通过；追加修复相关 9 tests / 50 assertions 通过。生产工单已备份，woNo/woTypeId 安全转换 VARCHAR(100) 并补索引，427174 行保持一致。代发对应列和商品索引已存在，两项迁移待幂等登记，负责人已明确授权。

生产备份含系统配置库、镜像全库结构及受影响数据表；不记录敏感行。运费对账 #121 因 JianSun 只读账号被禁用（18470），三套镜像尚不能初始化，因此不切换该页面。苏木分支仍待金额口径确认。
