快递名称1或2去空白后为外采快递时，优先归类为不扣款，扣款额为零，并保留可匹配的商品、供应商和省份信息。页面规则说明、汇总和CSV导出使用同一结果。

验证：SupplierAccessoryFreightTest 9项100断言通过，覆盖正常运费、空运费、零运费、缺少商品和正常快递回归。

无数据库迁移、无权限变更或财务数据写入。8月无可扣明细已只读确认是历史同步跳过运费，本PR不修改源数据。
