1. **删除重复的用户树显示**
- 移除了页面底部（2363-2393行）的重复"用户树"部分
- 现在只在用户管理标签页内显示一个用户树
2. **用户树列表边框和样式**
- 使用 `card-apple` 容器提供外边框
- 使用 `divide-y` 统一管理列表项之间的分隔线
- 添加 hover 效果
- 调整内边距，避免"头顶头脚顶脚"
3. **只在用户管理标签页显示**
- 用户树现在只在 `activeTab === 'users'` 时显示
- 其他标签页（分类管理、部门管理等）不再显示用户树
## 改进点
- 用户树列表有统一的边框（通过 `card-apple`）
- 列表项之间有清晰的分隔线（通过 `divide-y`）
- 添加了标题"用户管理"，结构更清晰
- 列表项有 hover 效果，交互更友好
