为 js_data_middle_platform 增加独立的生产私有隧道端点，只覆盖 host/port，数据库、账号和密码仍由系统数据库提供。

验证：生产端点解析相关测试 2 个、9 个断言通过；git diff --check 通过。

配置影响：部署时需要在服务器私有 runtime/.env 写入 UPSTREAM_TUNNEL_JS_DATA_MIDDLE_PLATFORM_HOST/PORT；不包含任何凭据。
