问题：当前页 50 个店铺账号一次请求会超过公网入口约 1 KiB 的请求体限制，导致整页密码显示为读取失败。

改动：财务后端按最多 25 个账号且 JSON 不超过 1000 字节调用上游；任一分片整体失败时不返回其他分片已取得的密码；页面批量等待时间调整为 25 秒。无数据库迁移。

验证：StoreAccountPasswordsTest 23 tests / 97 assertions 通过，包含 50 条两分片、审计不保存明文、后续分片失败整体抑制密码。
