Task: add the order-data top-level navigation between supplier-payables and courier-payables.

Scope: config/business_navigation.php plus focused navigation and workspace route tests. Reuses business.pages.show, SidebarPermissions, and ShowInAdmin. No new controller, repository, query, permission, or table.

Self-review: confirmed latest main is the base, no overlap or whitespace errors, and the configured icon/black-gold navigation tokens are reused.
Validation: isolated Docker test container passed ests/Feature/Business/PagesTest.php and ests/Feature/Settings/NavigationTest.php — 10 tests, 148 assertions.
Risk: no migration, upstream query, permission, or production configuration change.
