统一列设置的用户、页面和标签页存储范围；操作列固定在右侧。非京喜退款与小额打款工单支持按当前显示列及其顺序导出，服务端只接受预定义字段，并保护长编号。

验证：相关页面、导出和权限测试 13 项通过、134 项断言；共享页面回归与上线验收继续执行。

范围：8 个文件；不涉及数据库迁移、金额计算或权限规则变更。
