范围：修复发货历史窗口数量回补与每日同步保全；只读 operations_replica 上游，写入现有 business_mirror 镜像。
文件：同步器、命令、Repository、发货页及对应测试，共 7 个；无新增迁移、权限或配置。
验证：隔离 Docker 同步器 23 tests / 143 assertions；页面 5 tests / 41 assertions；git diff --check 通过。
风险与验收：保留旧运费、结算重量、商品金额和未重建字段；缺商品/金额或源键不匹配时保留旧记录并标待核对。生产发布后按 9/1–24 分窗回补，以每日实际明细与唯一包裹源键核对，不把运费待补报为完成。
