快递应付：左侧增加快递报价入口并打开四个页面 #309

左侧快递应付下新增缩进的「快递报价」入口。点击后显示报价管理、快递资料、协议签署、附加费报价维护四个局部切换页签；原快递应付工作区保留其他核算入口。

修改菜单监听器、页面控制器、工作区和页面模板，并更新报价页面测试。原业务 URL、金额计算和精确页面授权保留，不新增数据库迁移或生产配置。

验证：29 项相关测试通过（326 个断言）；浏览器实测四个页面切换、后退、侧栏定位及其他应付入口。
