将“报价管理 → 仓储报价”里的仓储核算移至“快递应付”的独立“仓储运费”标签页。原报价页保留报价录入及历史版本；新页面沿用月度核算、历史记录、每日商品明细与整月导出。

复用现有核算引擎和存档数据，不改变金额公式、数据库结构或生产配置。新页面及其 Livewire 操作按独立页面权限校验，并保留公司隔离。

验证：24 项相关测试通过，覆盖报价维护、核算、输入错误、权限、公司隔离及导出；实际浏览器确认局部标签切换、历史明细打开/日期切换/关闭、核算导出，以及手机宽度下无整页横向溢出。实际页面检查只读，未执行真实月份重新核算。
