Windows 发布脚本缺少 macOS 已有的 Composer 镜像参数，导致 GitHub 依赖下载卡住时无法使用可访问的镜像源。
本修复为两次 Buildx 构建都传递 COMPOSER_REPO_PACKAGIST，默认腾讯镜像，并支持 CAIWU_COMPOSER_REPO_PACKAGIST 覆盖。
验证：PowerShell 语法通过；腾讯镜像返回 HTTP 200。
