本机构建时 deb.debian.org 经代理返回 502，导致 runtime 阶段 apt 安装 libpq-dev 失败。构建镜像时把 Debian sources 统一切到 mirrors.tuna.tsinghua.edu.cn（不改变软件包版本与构建产物逻辑）。
