做了什么

将首份共享快照排队状态与真实服务异常分开。
正常排队显示黑金处理中提示，不再显示红色错误。
页面每 30 秒自动检查一次，最多 5 分钟；超时后改为提示手动刷新。
真实错误继续保留红色错误反馈。

实际范围

UpstreamQueryCache 冷快照异常类型
营销账户余额页面 Controller 与局部视图
对应 Unit / Feature 测试

测试

UpstreamQueryCacheTest：通过
MarketingAccountBillsTabsTest：通过
合计 19 tests / 89 assertions
PHP lint、git diff --check、Impeccable 检查通过

风险与回滚

不涉及金额计算、权限、数据库迁移或生产配置。
回滚只需回退本 PR 的合并提交。
