Merge codex/xuxiake-mainline into main.

Includes:

  • sync board/substrate library defaults from verified 3100 data
  • unify sync script with shared board rule source
  • add rule coverage tests

Validated before merge:

  • npx jest src/lib/board-substrate-rules.test.ts --runInBand
  • exact data diff against 3100 dump: 184/184 matched, 0 missing, 0 extra, 0 value diffs
  • npm run type-check has existing unrelated warehouse errors and was not used as merge gate
