新增受保护的 visible-page 批量接口，最多 50 个账号，按批次和账号限流，并在同一事务写入批次及逐账号审计。

验证：相关 3 个 Jest 套件 41 项通过；type-check 通过；定向 ESLint 无错误。

财务端 PR #125 依赖此接口，当前暂不合并或部署。
