财务端会把 50 行当前页拆成两个最多 25 个账号的请求，以保持敏感接口 1 KiB 网关正文上限。本改动把批次限流按两段折算，仍保持原每页额度；逐账号 5 次/分钟限制不变。验证：相关 3 个 Jest 套件 41 项与 type-check 通过。
