Merge codex/xuxiake-mainline into main.

Includes:

  • substrate library workflow restoration
  • single-finish enforcement and duplicate combination validation
  • intake embedded layout refinements
  • related test updates

Validated before merge:

  • npm run type-check
  • npx jest src/server/services/tests/asset-center.substrate.service.test.ts --runInBand
  • npx jest src/app/asset-center/material-library/MaterialLibraryClient.test.tsx --runInBand
  • npx jest src/app/intake/non-integrated/NonIntegratedDetailClient.test.tsx --runInBand
